Second Disbursement = $599 million Total ARP-HCY Fund is $799 million. SEAs must distribute 75% of funds received to LEAs.

The purposes of the American Rescue Plan-Homeless Children and Youth (ARP-HCY) Fund are to help States and local educational agencies (LEAs) identify homeless children and youth, provide wraparound services that address the multiple effects of the COVID-19 pandemic on homeless children and youth, and ensure that homeless children and youth are able to attend school and participate fully in school activities. ARP-HCY funds will be disbursed to state educational agencies (SEAs) in proportion to each State’s share of funds received under part A of title I of the Elementary and Secondary Education Act of 1965 (ESEA) in the most recent fiscal year.
