State Entity and Developer Grant Competitions are Open Now

The U.S. Department of Education has released Notices Inviting Applications (NIAs) for the Charter School Programs' (CSP) State Entity (SE) and Developer grants. Applications are due August 5 by 11:59:59 P.M. ET. Grant awards will be announced before the 2023 fiscal year begins on October 1. The Notice of Final Priorities (NFP) for the SE, Developer and Charter Management Organization (CMO) grants have also been released.

CSP offered two live webinars to introduce the competitions’ eligibility requirements, priorities, selection criteria, and application. These webinars also addressed the steps required to complete the Grants.gov registration process.

Additionally, CSP will host two live "office hours" webinars on Monday, July 18 to answer questions from potential grant applicants. In order for your question to be considered for the live webinar, it should be submitted to the CSP no later than 12:00 P.M. Peer Reviewers Sought for CSP Grant Competitions

The Department of Education is seeking individuals from diverse backgrounds and regions to serve as peer reviewers to assess Fiscal Year (FY) 2022 grant applications. These include State Entity and Developer grant programs. 

Peer reviews will be held virtually from August 8 - September 2, 2022. Peer reviewers will receive an honorarium for their service. Additional information on qualifications and requirements is available here.

If you would like to be considered for this role, please (1) register as a peer reviewer in the Department’s grants management system, G5, at www.g5.gov, and (2) submit an updated resume or curriculum vitae to CharterSchools@ed.gov by July 29, 2022.

 

Federal Government Changes Entity Identification Requirements for Awards

On April 4, 2022, the Federal Government transitioned from the use of the DUNS Number to the Unique Entity Identifier (UEI) as the primary means of entity identification for Federal awards government-wide. This means entities no longer rely on a third party to obtain an identifier (i.e., a DUNS issued by Dun and Bradstreet). Instead, entities obtain a UEI by registering in SAM.gov. This change streamlines the entity identification and validation process, making it easier and less burdensome for entities to do business with the Federal Government.

As of April 4, 2022, entities are only able to use UEIs in the Federal Government’s Integrated Award Environment (IAE) systems (i.e., SAM.gov, FPDS, eSRS, FSRS, FAPIIS, and CPARS). The Department’s Grants Management System (G5) successfully implemented the transition from DUNS to UEI on April 4, 2022.

Serving Students with Disabilities

NCSRC hosted a two-part webinar series for State Entity (SE) grantees on the role state education agency (SEA) charter school offices play in ensuring students with disabilities are effectively served.

Part I explains why LEA status matters in the delivery of special education services, and outlines the stakeholders you can rely on to help you serve students with disabilities.

Part II explores the Colorado Department of Education’s Offices of Schools of Choice and Exceptional Student Services efforts to serve students with disabilities. It also explores the responsibilities that CSP SE grantees have related to students with disabilities.
