This publication, prepared for the Center on Instruction by the Texas Institute for Measurement, Evaluation, and Statistics at the University of Houston, seeks to offer educators and policy-makers guidance on research-based strategies that have been effective in instructing English language learners. The report is divided into chapters that discuss various instructional models and programs, including English-only models as well as bilingual models. Additional chapters cover instructional methods and strategies, such as the Sheltered Instruction Observation Protocol (SIOP) and the Bilingual Cooperative Integrated Reading and Composition (BCIRC).
